Admission of Members Applications for membership shall be made on the appropriate form and submitted to the Secretary, each applicant is to be proposed and seconded by existing members of the T.Y.C. Authority to admit new members is vested in the Executive Committee whose decision shall be final.
Classes of Membership and Definition
Ordinary membership shall be open to persons over 18 years of age whose interests are in accord with the aims and objectives of the club and is a family membership.
Honorary Members The executive Committee may nominate to an A.G.M. or E.G.M. for election, any person who as an Honorary Member would benefit or Honour the Club.
Life Members. The Committee may nominate to an A.G.M. or E.G.M any person who has given outstanding service to the club for election as a Life Member.
Termination of Membership
Membership may be terminated in one of the following ways.
By a member submitting his resignation.
If a members annual subscription is not in the hands of the Club Treasurer within eight weeks of the due date then this will be taken as an indication that he/she no longer wishes to retain membership and such membership shall cease absolutely.
The committee may require any member who they believe to have committed an act prejudicial to the interests of the club to appear before them to explain such conduct, if the committee, after hearing the member’s explanation believe the member to be guilty, or if the member fails to appear before them they may suspend the offender’s membership until the next general meeting of the club.
Officers
The Officers of the club shall be :- President, Commodore, Vice commodore, Rear Commodore, Secretary, Treasurer, and Social Secretary.
Duties and Election of Officers
The President shall be Chairman and Chief Executive of the club and shall be elected at the A.G.M. for a Three year term of office. He shall be eligible for re-election. The Commodore shall deputise for the president in his absence.
The Commodore shall be the Senior Sailing Officer and responsible for carrying out the organisation of all sailing activities previously agreed by the committee but in liaison with the President. The Commodore shall lead the club flotilla at Official Cruses. The Vice and Rear Commodores shall assist the Commodore in his duties and also deputise for him if required.
All three Flag Officers shall be elected annually at an A.G.M. on the nomination of the committee in ascending order based on consecutive length of service on the committee - but they shall not serve for more than two consecutive years in any one Flag Office.
The Secretary shall issue notice of and keep minutes of all meetings and record attendance, keep an up to date list of members and their boats, have custody of all the Clubs documents, conduct correspondence as directed by the President and/or Committee and also perform such other administrative duties as the President or committee may require.
The Treasurer shall issue demands for and receive all moneys due to the Cub which shall be kept in a bank account in the Club’s name, make payments as directed by the President or Committee and keep proper books, balance sheet and accounts for each A.G.M.
The Social Secretary shall be responsible for carrying out the organisation of social activities previously agreed by the committee but in liaison with the President.
Management and Executive Committee
The management of the club shall be vested in an Executive Committee consisting of not less than eight members which shall be comprised of the Officers of the club (as described in rules 4 and 5) plus other members elected annually at the A.G.M. and they shall have full powers in so far as they are consistent with the rules and constitution of the club.
The committee shall meet at such times and places as felt necessary and the Secretary shall give a minimum of seven days notice to each member of the committee.
The quorum at committee meetings shall be five members and motions shall be carried out by a simple majority, in the event of a tie the Chairman shall have the casting vote.
The committee may fill any casual vacancy which may occur in any office of the club.
Annual General Meeting
An A.G.M. shall be held each year during the month of April or May for the purpose of receiving the accounts and balance sheet, fixing subscriptions, receiving the annual reports of the committee, electing the officers and committee, receiving resolutions from the committee and members.
Notice of the A.G.M. will be sent to every member at least twenty one days in advance and any member may table a resolution by submitting it in writing to the Honorary secretary at least fourteen days prior to the meeting.
The quorum at any A.G.M. or E.G.M. will be twenty-five percent of the membership of the club, or ten members, whichever is the less. But not less than five members in total.
Extraordinary General Meetings
May be called by the committee at any time, but shall be called within twenty one days upon receipt by the Secretary of a written request stating the reason and bearing the signature of at least ten members.
Nominations for Office
All candidates for election to any office of the club shall be members thereof.
Voting at General and Extraordinary Meetings
A simple majority will apply on all motions except alterations or amendments to the constitution and rules, these must be submitted as detailed in rules 7 and 8 and must obtain a two thirds majority of members voting. In the event of a tie the Chairman shall have a casting vote. Voting at all meetings of the club shall be by show of hands except as follows, in which case blind ballot will apply:-
Election of Officers and Committee if the number of candidates exceeds requirements.
Termination of membership by expulsion.
Finance.
The financial year shall end on the 31st March each year Cheques may be signed by any two of the following:- President, Secretary, Treasurer.
Subscriptions
Shall be determined at the A.G.M. or E.G.M. as necessary
Are due at the close of the A.G.M. each year and should be paid to the Treasurer within 28 days of that date.
Subscriptions will not be collected if the application is accepted after the end of the boating season.
Interpretation of the Rules
The right of interpretation as to the meaning of any of these rules is vested in the Executive Committee of the club and their decisions shall be final and binding on all members.
Alterations to Rules
No alterations or amendments to these rules shall be made, unless submitted and approved as detailed in Rules 7,8 and 10.
