GS
reminded clubs of the need to maintain contact details for emergencies
available at waterside. Guidance on
Health and Safety matters and Risk Assessments is being worked up by MYA
Council and will be available as soon as possible. 3. Midland
District Councillor’s Report
Gordon
Sears tabled his written report summarising the year welcoming new club
Kingswinford and a copy is attached. 4. Midland
District Secretary’s Report
Tony
Edwards verbally reported that he had fielded a number of general enquires
through the year which is the main liaison role of the secretary in addition to
circulating any newsletters and the agenda and minutes for the AGM. E-mail contacts are now available for most
of the District Clubs which has simplified messaging. It had been hoped that communication would be improved but the
District Website developed by GS has not yet gone live. It is an urgent action for the coming year
to find a person willing to run the site which can be hosted by the MYA. 5. District
Accounts
TE
reported that the balance in the TSB account is £42.83 and there will be a very
small amount of interest accruing. The
Midlands have not charged any levy for several years and MYA policy is for
monies to be held centrally. It was
proposed and approved that GS and TE would charge any residual expenses to the
fund and the remaining balance would be paid to the MYA treasurer David Rose. The account will be closed. In future any monies needed by the District
will be drawn as necessary from MYA central funds. 6. Election
of Officers
The
following officers were proposed and adopted: Midland
District Councillor - Gordon Sears, proposed by CH seconded by GW Midland
District Secretary/Treasurer – no nominations received – position vacant. Midland
District Webmaster – no nominations received – position vacant. Both
Leicester and Bournville are holding club AGMs and will consider nominations
for these vacant posts. Positions need
to be filled in time for the Year Book publication. There
was a discussion about Midland District Trustees. Mike Harris was asked to formally take up the position along with
Vic Bellerson. In particular there is a
legacy of Midlands trophies which require safekeeping. 7. Race
Dates for 2008
The
meeting considered the race dates for 2008 and compiled the racing calendar as
far as was possible on the day. A copy
of the events spreadsheet incorporating the Midlands proposals is attached. Gordon Sears has stripped out the Midland
District Champion Skipper (MDCS) events to circulate to clubs so that they
could see what had been decided in their absence. Consideration
was given to a venue within the Midlands Area for the IOM Ranking and RM
Veterans Championship. It was proposed
that the Midlands District would offer to help run the IOM Ranking weekend if
Watermead will provide the venue. It is
proposed to hold the RM Veterans at Leicester and TE will agree an alternative
date as the 17 August 2008 is likely to be affected by weed. 8. Any other business There
was concern about the number of active clubs in the Midlands especially those
willing and able to host events.
Efforts will be made to improve communications in particular through the
proposed website and to ensure for example that clubs are aware of events such
as the President’s day 14 June 2008 and coaching/training day with workshops 12

District
Website has been compiled in Publisher by GS, but is not live and a volunteer
is needed to run the site. 3. Midland
District Councillor’s Report - Gordon Sears
GS congratulated
Leicester RYC for winning both the MDCS trophies during the year. This is the culmination of the six round
event and provides a good opportunity for clubs to interact within the Midlands
and to attract new members. GS
apologised for the fact that for health reasons he has been less active on the
sailing scene throughout the year, but nevertheless has attended and
represented the Midlands at Council meetings.
GS has had contact with the possibility of forming a new club based at
Gloucester docks and will follow this possibility up. 4. Midland
District Secretary’s Report - Tony Edwards
There
was no significant correspondence during 2006 to report. There have been occasional enquires
generated through e-mail, but more in the way of directing people to clubs and
contacts. A number of changes during
the year have meant that there has been some difficulty in contacting clubs for
events and indeed clubs in some cases have struggled with the necessary expertise
to run events. 5. District
Accounts
Tony
Edwards reported that the deposit account balance remains at £42.83 there having
been no calls on the account during the year.
There will be a very tiny amount of interest accruing from TSB. It was agreed to retain the account as a reserve,
but not to add to it. In future it may
be necessary for this money to be held centrally by the MYA as Districts can
make a case and draw down funds from the MYA to support District developments
and initiatives. 6. Election
of Officers
The

attendance of this meeting demonstrated the desperate need to bring forward new
members to help administer the Midlands Area. 7. Race
Dates for 2007
The
meeting considered the race dates for 2007 and compiled the racing calendar as
far as was possible on the day. The
Secretary stripped out the Midland District events to circulate to clubs so
that they could see what had been decided in their absence. Consideration
was given to a venue within the Midlands Area for the RM Nationals. Two Islands is a possibility, but would need
external assistance and there is insufficient time to arrange. Birmingham is basically too risky, leaving Watermead
or Leicester as potentially the only venues. 8. Any other business Health
and Safety has been debated at Council and the MYA will be advising clubs to
undertake risk assessments particular to their venue. It has been decided that information on individuals, with next‑of‑kin
contacts, is to be requested of participants at open events. It is strongly advised clubs should have a
sealed sheet of information on site with essential information in the event of
emergency. There was a discussion about
the racing calendar which is considered to be too full of events. This results in those sailing being spread
too thinly rather than helping to develop the clubs. It is suggested that each club should consider its events with
the object of rationalising the total numbers and promoting those events which
reflect the trends in the current boats sailed, including provision for new
