SAILING INSTRUCTIONS

1 RULES

1.1* Racing will be governed by the 'rules' as defined in the Racing Rules of Sailing.

2 NOTICES TO COMPETITORS

Notices to competitors will be posted on the official notice board located at the OD Hut

3 CHANGES TO SAILING INSTRUCTIONS

Any change to the sailing instructions will be posted at least 30 minutes before the start of any race in which it will take effect.

4 SIGNALS MADE ASHORE

4.1 Signals made ashore will be displayed at the OD Hut.

4.2 Not used

4.3 Competitors shall wear life-jackets or other adequate personal buoyancy. Wet suits and dry suits are not adequate personal buoyancy.

5 SCHEDULE OF RACES

5.1* The schedule of races is defined in the Sailing Programme or for Open Meetings the Notice of Race.

6 CLASS SIGNALS

Class signals will be as defined in SI 10: Class Flags, if used will be defined on the official notice board defined in SI 2.

7 RACING AREAS

The Racing Area will be within the permitted sailing area defined by Welsh Water plc, or their agents.

8 THE COURSES

8.1* The course will be displayed as a list of marks together with the side on which they are to be rounded displayed either at the OD Hut or on the committee boat.

8.2 Not used

8.3 When there is a gate, boats shall sail between the gate marks from the direction of the previous mark.

8.4 A race may be shortened by either displaying flag 'S' .accompanied by two sound signals or by displaying a red flashing light, accompanied by two sound signals at the OD Hut.

In races other than pursuit races the signal will be made approximately when the leading boat rounds the last mark of the course. The leading and all subsequent boats shall finish when they next cross the finish line. The elapsed finish time and the number of laps will be recorded for each boat and results calculated by the use of average lap times.

In pursuit races the finish signal will be made at the advertised number of minutes after the start. All boats shall heave to. The position of all boats will be noted, boats may only continue sailing once the positions have been noted. Each helmsman shall note the boats immediately in front and behind, and will be expected to produce this evidence in any protest. This changes rule 32.

9 MARKS

9.1* Course Marks 1 to 10 and A to F are buoys on which flags may be flown. Their approximate position is shown on the map outside the starting hut. A temporary orange inflatable buoy may also be laid.

The marks of the course may be indicated by red or green flags attached to the relevant buoys. These flags are intended to assist the competitors, but do not alter the responsibility of the competitor to sail the course as indicated in sailing instruction 8.1.

10 THE START

10.1 Races will be started either:-

by using rule 26 with the warning signal given 5 minutes before the starting signal, i.e.

Standard Sequence used for on-water starts
Signal Flag and Sound Minutes before starting signal.
Warning Class flag 1 sound 5
Preparatory P, I, Z, Z with I, or black flag; 1 sound 4
One-minute Preparatory flag removed; 1 long sound 1
Starting Class flag removed 1 sound 0

Or using the OD Hut lights in the following sequence:-

Standard Sequence used for OD hut based starts
Signal Flag and Sound Minutes before starting signal.
Warning Yellow Flashing light; 1 sound 6
Preparatory Green Flashing Light; 1 sound 3
Starting Lights Out; 1 sound 0

10.3 Starting Line

The starting line will be either:-

The transit formed by the OD Hut's fixed and moveable masts when a shore based start is used. Inner and/or outer limit marks may be used and will be indicated on the course instruction SI 8.1.

Or

The starting line will be the line between a mast carrying the class flag mounted on the Committee Boat, and a mark as described in Sailing Instruction 9.

This changes rule 26.

10.3 Boats whose warning signal has not been made shall avoid the starting area.

10.4 Individual recalls will be in accordance with RRS 29.2 or when using the lights by displaying a green flashing light with one sound signal.

10.5 General Recalls will be in accordance with RRS 29.3 or when using the lights by displaying a red flashing light with two sound signals.

11 CHANGE OF THE POSITION OF THE NEXT MARK

The position of marks will not be altered during a race.

12 THE FINISH

12.1* The finishing line will be either:-

The transit formed by the OD Hut's fixed and moveable masts when a shore based finish is used. Inner and/or outer distance marks may be used and will be indicated on the course instruction SI 8.1.

or

The finishing line will be the line between a mast on the committee boat carrying an orange flag, or flag 'S' for a shortened race, and an adjacent mark of the course as defined in Sailing Instruction 9.0.

12.2 In Club Racing, other than pursuit races handicap races will be decided by use of average lap times. Races may be shortened with slower classes sailing fewer laps than faster classes. The position of each boat will be calculated using the average time per lap, as corrected by the appropriate handicap. Note that each lap must be identical for the scheme to be applied.

13 PENALTY SYSTEM

13.1 The 7200 turn penalty Rule 44.2 will apply to all races.

14 TIME LIMITS

14.1* Not used

15 PROTESTS AND REQUESTS FOR REDRESS

15.1 Protest forms are available at the OD Hut. Protests shall be delivered there within the protest time limit.

15.2 The protest time limit is 30 minutes after the last boat has finished the race.

15.3 Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the Club House beginning as soon as possible.

15.4 Notices of protests by the race committee will be posted to inform boats under rule 61.1(b).

16 SCORING

16.1* The Low Point scoring system of Appendix A will apply. For Club Series RRS A9 will apply.

16.2* The number of races to be scheduled is defined in the Sailing Programme, or for Open Meetings the Notice of Race.

16.3 The number of scores to be counted will be defined in the Notice of Race or for Club Series half the total number of races plus one, in the case of an even number of total races; or half the total number rounded up to the next whole number in the case of an odd total number of races.

17 SAFETY REGULATIONS

17.1 A boat that retires from a race shall notify the race committee as soon as possible.

19 EQUIPMENT AND MEASUREMENT CHECKS

A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions

24 RADIO COMMUNICATION

A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.

26 DISCLAIMER OF LIABILITY

Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

27 INSURANCE

Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of £1,000,000 per event or the equivalent.
